County Roads – If you are working on a utility, any time that you are constructing a new line (aerial or buried) within the road right of way, you will need to submit a permit; if you are just replacing an aerial line with another aerial line, you will not need to submit a permit.
Fill out the Utility Permit Application, print it, sign it, scan it, and send it via email to kpayne@rcengineer.com along with your set of plans/details of utility installation. It can also be mailed to: Richland County Engineer, Attn: Kevin Payne, 77 North Mulberry St., Mansfield, OH 44902

Private Utilities in Public Right of Way
For utility companies not governed by Public Utilities Commission of Ohio (PUCO), a fee for permit, if granted, is required. Please contact Kevin Payne at 419-774-5833 for more information on private utilities.
